Important Program Affiliation Disclosure
DC Free Solar is a private clean-energy advocacy organization and matcher. We facilitate matching under the Clean Energy DC Omnibus Amendment Act of 2018. We are not a government agency, nor are we owned, operated by, or directly affiliated with the District of Columbia Government or Pepco.
1. Acceptance of Terms
By accessing dcfreesolar.org and submitting your information through our portal, you agree to comply with and be bound by these Terms of Service. If you do not agree to these terms, you are not authorized to use our portal or submit eligibility registrations.
2. Scope of Services
DC Free Solar operates an intake and evaluation portal to pre-qualify DC property owners for 0-Cent PPA solar systems. We:
- Evaluate initial eligibility based on property locations, shading, and Pepco bill parameters.
- Connect pre-qualified owners with vetted, NABCEP-certified third-party solar installers and institutional solar investors.
- Do not execute the physical installations or directly write solar PPA agreements ourselves. All PPA agreements are executed directly between you and the matched certified installer/investor.
3. The 0-Cent PPA Model & SREC Ownership Disclosures
By participating in the 0-Cent Power Purchase Agreement (PPA) program, you acknowledge and agree to the following financial and regulatory disclosures:
- SREC Transfer: Under the DC 0-Cent PPA structure, partner investors fully fund the equipment, installation, permitting, and 25-year maintenance. In exchange, the investor owns all Solar Renewable Energy Certificates (SRECs) generated by the system.
- Free Clean Electricity: You receive 100% of the clean electricity produced by the solar panels on your roof at no cost (0 cents per kWh), reducing your Pepco electricity generation charges to $0.
- Pepco Interconnection: The system will be interconnected with the Pepco grid. Standard utility base customer charges and grid interconnection fees may still apply on your Pepco bill, though solar output offsets energy consumption charges.
4. Property Ownership & Eligibility Requirements
To submit a valid questionnaire and qualify for the program registry, you must meet the following criteria:
- You must be the lawful owner of the residential or commercial property in Washington, DC specified in the submission.
- The property must have a current Pepco electric service account in good standing.
- Your roof must have adequate surface area and sun exposure, and must not violate historical preservation guidelines (e.g., specific front-facing arrays in Capitol Hill or Georgetown historic zones).
5. Accuracy of Submitted Data & TCPA Consent
By submitting your name, phone number, and email address, you certify that all information is accurate and owned by you. Furthermore, you agree to:
- Communications: Receive phone calls, SMS text messages, and emails from DC Free Solar and our vetted partner installers regarding your eligibility status and scheduling site surveys.
- Consent: You agree that such communications may be delivered using automated systems, and that standard message/data rates may apply. You can opt out at any time by replying "STOP" or contacting our support line.
6. Disclaimer of Warranties
DC Free Solar provides the portal on an "as-is" and "as-available" basis. We make no representations or warranties that:
- Every property submitted will qualify for a 0-Cent PPA solar installation. Final approval is dependent on utility interconnection limits, structural engineering reviews, shade analysis, and SREC market pricing.
- The website functions will be uninterrupted, error-free, or free of security vulnerabilities.
7. Limitation of Liability
To the maximum extent permitted by law, DC Free Solar, its officers, employees, and partners will not be liable for any direct, indirect, incidental, special, or consequential damages resulting from your use of the website or any agreements entered into with matched solar installers/investors.
8. Governing Law & Jurisdiction
These Terms of Service are governed by and construed in accordance with the laws of the District of Columbia, without giving effect to any principles of conflicts of law. Any legal actions arising from these terms must be filed in the courts located in Washington, DC.
